On Windows, path.resolve/join return backslash-separated paths, so the
`${DOCS}/` prefix filters never match:
- check-content.mjs silently skips frontmatter, bilingual parity,
heading parity, updated parity and stale-string checks, and still
reports success;
- sync-navigation.mjs rejects every navigation source as missing.
Use path.sep for filesystem prefixes and posix joins for navigation
source ids. Also pin text files to LF so generated SUMMARY/README
mirrors compare cleanly on Windows checkouts with core.autocrlf=true.
The index is already LF, so no files are renormalised.
