Part 1 of 2 for steps 4 to 6 of #1748: the building blocks, with no caller yet. #1984 wires them into the ateoms and atelet. **Activation** (`internal/ateomstats`). The usage state of one Run or Restore: its epoch, the latest and the newest measured sample, and the CPU used since it began. Readings are serialized and folded per counter: a counter missing from a reading keeps its last value, one that decreased restarted and counts its new value, a restored guest's counters count from the first reading, and the total saturates and never decreases. Records are ordered: periodic ones only between the initial reading and the final record, each of those at most once. **Usage emitter** (`internal/ateomstats`). Writes `ate.actor.usage_sampled`, omitting the measurements while an actor is pending; a sampler timer; the record's label mappers. **Async stdout handler** (`internal/actorevent`). Never blocks the caller; reports drops through the records' own handler, so `--log-level` cannot hide them; writes records that arrive after `Close` directly. `NewEmitterTo` sends an event's stdout copy through it. **Controller.** Always sets `POD_NAMESPACE` and `WORKER_POOL_NAME` on the ateom container and passes `OTEL_LOGS_EXPORTER` to worker pods. No effect until #1984, since the ateoms write no records yet.
