Refresh the runtime profile for the hardened runtime

The Linux x64 runtime pack's speed units are optimized with the committed
runtime profile, and the hardening flags change the control flow of the
runtime functions. The pack test reported 768 of the profile's 4005
runtime functions changed since it was collected, so the profile was
regenerated with scripts/refresh-runtime-profile.mjs on the hardened
runtime: the runtime benchmark workloads at --optimization=speed plus an
instrumented tsc-ts checking its own sources.
