test(billing): align integration fixtures with current Cloud offers

Use current pack IDs when testing subscription requirements, and verify the
v3 prices and credit amounts through native SDK and HTTP checkouts for every
new plan and top-up. Explicitly reject retired packs without provider writes.
Include namespace capacity policy in the quota admission mock and update the
Cloud build allocation expectation to 1 vCPU, 2 GiB RAM and 8 GiB disk. Keep
permission, tenant isolation and atomic reservation assertions intact.
