[Fix] Skip notarize without env (#8861)

* fix: Allows notarization to continue without env vars

Changes notarization process to warn instead of throwing an error when `APPLE_ID` or `APPLE_ID_APP_PASSWORD` environment variables are missing.  This allows the process to continue.

* feat: adds notarization step to build process

Configures electron-builder to notarize the desktop, server, and server-api applications after signing.
