The reusable agenthook workflow declares AGENTHOOK_URL, AGENTHOOK_TOKEN and
AGENTHOOK_TOPIC as required and posts to them unconditionally, so a run
without them (a fork, or a pull request from a fork in this repository)
fails at notify-agenthook with an empty URL after every other job passed.
Make the secrets optional and exit the notify step early with a note when
any of them is empty. Runs with the secrets are unchanged.

Anand Patel ccdb93400a fix: serve inline PDF bytes from the tab's navigation response 
POST /tabs/:tabId/fetch-current-resource re-fetched page.url() through
the Node-side APIRequestContext. Hosts that gate PDFs behind a JS redirect
or bot challenge (observed: PMC, invisible reCAPTCHA Enterprise then
redirect to the .pdf) accept the browser but answer the Node refetch with
HTML/403, so the route returned 415 while the tab was rendering the PDF.

Track the last main-frame navigation response per tab and, when its URL
matches the current page and its content-type is application/pdf, return
that body directly. Fall back to the existing refetch otherwise. Covered
by tests/unit/inline-pdf-response.test.js; verified live against
PMC9250870 (2.5 MB PDF, previously 415).

audinue cb68c6e633 Fix SESSION_TIMEOUT_MS=0 and BROWSER_IDLE_TIMEOUT_MS=0 (0 = never) 
Previously:
- BROWSER_IDLE_TIMEOUT_MS=0 scheduled setTimeout(..., 0), shutting the
  browser down immediately instead of 'never' (as documented in README).
- SESSION_TIMEOUT_MS=0 collapsed to the 600000 default via '|| 600000',
  so sessions still expired instead of never.

Now 0 explicitly means 'disabled / never' for both timeouts, while unset
env vars still fall back to their defaults. The session-cleanup and
idle-shutdown code paths guard against <= 0 so a disabled timeout is a
no-op.
