docs(specs): update Cline config locations in cli-init and cli-update specs

- cli-init: Changed Cline config from root CLINE.md to .clinerules/openspec-rules.md
- cli-init: Fixed slash commands path from .clinerules/ to .clinerules/workflows/
- cli-update: Fixed slash commands path from .clinerules/ to .clinerules/workflows/
- cli-update: Added scenario for updating .clinerules/openspec-rules.md

These changes align the specs with the implementation that follows Cline's
convention for rules files while keeping workflows separate.
