Extends iCloud Sync to every remaining category, in the same branch.

- Bindings are async, and every ledger pass joins one serial chain on the
  manager, so file and Keychain work stays off the main actor without passes
  interleaving.
- Notes and snippets keep both sides of a conflict as a "(conflicted copy)";
  a note's unsaved draft is never replaced, through NotesStore.acceptRemote.
- Secrets (API keys, MCP headers and variables, extension passwords) travel
  in their own field, only with Include API keys and tokens on, and never
  reach the ledger on disk.
- Custom Commands, MCP Servers and Extensions ask before switching on; an
  MCP server's trust never syncs; extensions install only from registries
  enabled on the receiving Mac.
- A store that hasn't loaded sits a pass out instead of reading as empty,
  and a moved notes or snippets folder merges with iCloud instead of diffing.
