Rishabh Sinha e155c440b3 [Bugfix][Language] Reject loop else clauses in the eager frontend (#3142) ...

`for ... else` and `while ... else` inside a kernel traced without error
while the `else` body was silently dropped from the IR. Raise a clear
NotImplementedError from the AST rewriter instead; `if ... else` is
unaffected.
