* [BugFix] Fix Hopper TMA lowering without warp specialization

Decouple the Hopper pipeline entry condition from warp specialization so
TMA lowering works correctly when `tl.disable_warp_specialized=True`.
Also fix barrier id promotion for multi-dim TMA loads in
inject_tma_barrier.cc.

Fixes #737, #1648

* Unify is_1d_tma_load logic and improve test diagnostics

Address CodeRabbit review feedback:
- Extract shared Is1DTmaLoad() helper to ensure consistent barrier
  argument index selection across TmaExpectTxRewriter and TmaBarrierRewriter
- Add failure message to regex assertion in regression test

* Fix ruff-format: merge f-string into single line
