reportUsageToTeam committed session stats into the team repo on every
pull with no opt-out: the only gate was the http-kind target exclusion,
so a git-backend repo behind a read-only remote (reverse proxy with
deploy tokens) still accumulated unpushable stat commits locally.

Add a teamai.yaml 'usageReport' knob (default on) gating the whole
auto-report section; documented in docs/usage-guide (en + zh-CN).
