haiyanmeng c45a0cdb6a Refactor ateom networking to shared internal/ateomnet package (#548) 
1. Extracts duplicated networking logic from ateom-gvisor and
ateom-microvm into internal/ateomnet.

2. Updates gVisor CleanupActorNetwork behavior so that an error from
RemoveActorNftablesRules logs a warning and continues cleanup rather
than failing fast.


This is a prep PR for
https://github.com/agent-substrate/substrate/issues/175.
