Lior Lieberman 13e8efff25 envoy dyn module followup (#1995)
do not merge, not a draft cause i do want ci running

implements: 
* tie brekaing
* wildcard support
* added cargo test to ci
* some fixes to hostname patterns and port matching


tls_passhtrough is a followup.
