toPrecision lowers statically on this branch, so the two K14 tests that
needed a surface whose own refusal fires compiled instead. Use
zlib.brotliCompressSync: it has its own manifest id, the fallback types
declare it, and it refuses with SC2020 because the static runtime vendors
no Brotli codec. The id-keyed teaching and the fence teaching ride that
refusal as the note, as before.
