Chris Tate e8e644c7e0 Give the sanitized LLVM emitter bootstrap room to emit itself ...

The natively built emitter records an allocation stack for every object
under ASan, so emitting its own module takes several times longer than
the plain build and now runs close to the 300 s per-stage limit on shared
runners. Sanitized runs get a 900 s per-stage limit and a matching test
budget; plain runs keep the existing limits.
