Chris Tate d9fdd81ee9 Construct X509Certificate bound through a require() member ...

`const X = require("crypto").X509Certificate; new X(data)` now resolves
to the builtin class, so the standard-library constructor fence reported
SC2020 for it before the X509Certificate lowering ran. That lowering now
runs ahead of the fence. Corpus 8231 constructs a certificate through the
binding.
