Chris Tate d2d007e172 Reuse cached runtime objects in the native LLVM emitter test ...

- Compile the native LLVM emitter bootstrap test's emitted programs with the generated-program cache identity, as `compile()` does, instead of rebuilding every runtime unit for each of its 48 programs
- Cuts the test from about 265 s to 160 s plain and from about 1020 s to 400 s sanitized, leaving ample headroom under the existing timeout
