Chris Tate c081d5a3a7 Apply the byte offset in Buffer.from over untyped ArrayBuffers ...

Buffer.from(arrayBuffer, byteOffset) with an untyped ArrayBuffer or
SharedArrayBuffer now returns a Buffer from that offset to the end, as
Node's fromArrayBuffer does, where the offset was dropped and the Buffer
covered the whole buffer.
