Malte UblandClaude Opus 5.5 444274e53b test(runtime): give the glob oracle build a 180 s hook budget ...

A validation lane failed with a 60 s hook timeout in
packages/runtime/test/glob.test.ts. The `beforeAll` build compiles about
thirty C sources with `-fsanitize=address` and the RC audit, which takes
about 48 s on 8 cores when run alone, so 60 s flakes once many suites
compile at once. Only that hook moves; the oracle run keeps its own
120 s budget.
