Chris TateandHagege Ruben 8ff23bfaf3 fix(compiler): declare RequestInfo in fallback ambient 
- Add the Node-compatible RequestInfo alias without widening supported fetch inputs.
- Cover RequestInfo resolution at the shared preflight boundary.

Fixes #369
