Chris Tate 8da01d3ab3 State that SCRIPTC_CHECKER_SERVER needs a tsc-ts that serves --listen ...

The tsc-ts 0.0.9 that scriptc includes rejects --listen, so with it every
build that sets SCRIPTC_CHECKER_SERVER=1 checks with its own tsc-ts
process. The variable's description now says so.
