os.availableParallelism() follows libuv's uv_available_parallelism, whose uv__slurp reads each /proc and cgroup file with a single read and fails on a read error; the helper looped until the buffer filled and ignored read errors, so a long /proc/self/cgroup could resolve a controller Node does not see. A cgroup CPU quota below one CPU truncates to 0 and stays ignored rather than clamped to 1: libuv 1.51 (Node 24) through 1.52 applies a quota only when it is positive, and Node then answers the affinity count.
