Main split lower-exprs.ts into expressions/*; this branch's hunks move to
expressions/identifiers.ts (typed 'arguments') and
expressions/property-access.ts (static fn.name, forwarded tuple length,
'this'-parameter arity). Main removed the checker's declarationsOf,
valueDeclarationOf and signatureDeclaration helpers; the branch's uses
read symbol.declarations, symbol.valueDeclaration and
signature.declaration.
