Chris Tate 5e0ad5bbaa Compare checker panics without their text in the checker identity check ...

A statement whose lowering meets a checker panic keeps the panic's text in its SC0004 fence. tsgo and tsc-ts reach the same panic for `s.match(re) || []` (6187-js-match-or-empty-array.js) and describe it in their own words, so the check now replaces the text after `panic:` before it compares the IR and the diagnostics.
