Malte UblandClaude Opus 5.5 0ee1205bc4 Keep fs.constants on its own table beside node:constants ...

Calling the node:constants fs fill from a second site stops that static
from inlining into scr_node_constants and changes every binary linking
node:constants; fs.constants keeps its own table (now with the UV_FS_O_*
Windows-only flags).
