* feat(fs): support static rename APIs

- Lower fs.rename, fs.renameSync, and fs/promises.rename through the C and LLVM backends.
- Add runtime callback, error, and promise handling for rename operations.
- Cover typed and check-JS usage with differential corpus tests.
