Chris TateandEdwardXie e8c43f6e9d Fix native Windows toolchain paths through package links ...

- Resolve installed toolchain assets from the physical manifest path.
- Cover linked-package launches in toolchain and native CLI regressions.
- Run the toolchain path regressions in Windows CI.

Fixes #682
