Chris Tate 8e6a20d59f Release workflow: npm trusted publishing on version change 
- OIDC id-token in the Release environment; no npm token secret
- pnpm pack rewrites workspace deps; npm publish adds provenance
- Publishes runtime, compiler, cli in dependency order; re-runs skip published versions
