CI's pinned LLVM ships ld.lld, and the compiler links Linux executables
with it whenever clang finds it. The Sandbox image and the managed-image
bootstrap installed clang-22 without lld-22, so Sandbox builds linked
with GNU ld: static hello came out at 99 KB instead of 65 KB, and
runtime-tree-shaking failed only in Sandboxes. Install lld-22 in both
and check that clang finds it.

LLVM 22 CMake exports reference the Polly libraries, so building the LLVM helper in a sandbox started from vercel/sandbox/universal fails without libpolly-22-dev. Custom images that already contain it are unaffected.
- Pin GNU runtime packs to glibc 2.36 Zig targets and reject incompatible imports.
- Provision verified Zig builds and exercise published artifacts on Debian Bookworm.
Fixes#349

Build the Linux LLVM helper and runtime pack before running both test lanes, and align native cache contracts with the current target policy. Full managed Sandbox gate passed.
