Chris Tate 085421a95c feat(string): support static split limits 
- Lower split limits for string and literal RegExp separators across C and LLVM.
- Match JavaScript ToUint32 limit semantics in the runtime.
- Add differential coverage and refresh diagnostics and surface metadata.
