* Lower AbortController for fetch cancellation
- Add static and dynamic lowering for construction, signal access, and abort calls
- Back controllers with native signal state shared by fetch
- Cover cancellation semantics across C, LLVM, diagnostics, and surface tests

* fix(fetch): support Response construction
- Lower global Response calls through the native C and LLVM runtimes.
- Match Node 24 coercion, validation, and stream error precedence.
- Cover supported BodyInit and ResponseInit behavior with differential tests.

- The performance global routes through the perf_hooks lowering in all spellings
- Response declares its implemented headers/arrayBuffer/bytes surface
- Math.max and Math.min lower at any arity
- Copy-installed workspace members classify like symlinked ones
