* test(windows): fix full-suite portability regressions

Align fixture paths, file modes and self-kill assertions with host semantics. Disconnect the input fixture database before removal and keep real disk operations within bounded test budgets, with update owners closed before cleanup.

* ci(windows): include portability suites in regression dry-run

Reuse the existing Windows job and name filter to validate the seven suites from run 35278650499 before merging. Retain prior regression coverage and guard the added suite registrations.
