Martin Vogel 3f9948689d chore(pkg): sync the Scoop manifest to v0.12.0 ...

The version-metadata contract tracks pkg/scoop as a release surface, and
the first sync commit missed it: version, both download URLs and both
Windows archive hashes, taken from the release's checksums.txt.
