Add a local folder picker with indexing progress and editable per-project ADRs. Keep the current file or literal code selection in browser chat context, and make Explorer graph and hierarchy focus follow that scope.

Simplify workspace navigation and keep experimental agent observability behind its feature flag.

Validation: focused frontend tests, TypeScript, production build, and browser checks including indexing and opening a new project. Full local CI omitted as requested.
