Martin Vogel 3abc5cdf02 Fix flaky parallelism test, skip 4 remaining Windows compat issues ...

- parallel_for_actually_parallel: skip on single-core CI runners
  instead of failing (assertion requires >= 2 concurrent threads)
- Fix mkdir -p → portable mkdir in test_ui.c config tests
- Skip store_dump_to_file and cli_find_cli_on_path on Windows
  (temp file path handling and PATH search need porting)
