Andrew Hundt 1885d13802 merge pagerank-ranking: add PageRank node + LinkRank edge ranking ...

Merge pagerank-ranking branch into combined token-reduction +
reference-api-indexing branch. Resolves conflicts in mcp.c
(sort_by coexists with compact/summary/token-reduction params),
Makefile.cbm (restore TEST_TOKEN_REDUCTION_SRCS lost in merge).

All 2119 tests pass (35 PageRank + 22 token-reduction + 2062 existing).
