Ryan Duguid 89ca98d7b8 ci(agenthook): skip the notification when the secrets are unavailable ...

The reusable agenthook workflow declares AGENTHOOK_URL, AGENTHOOK_TOKEN and
AGENTHOOK_TOPIC as required and posts to them unconditionally, so a run
without them (a fork, or a pull request from a fork in this repository)
fails at notify-agenthook with an empty URL after every other job passed.
Make the secrets optional and exit the notify step early with a note when
any of them is empty. Runs with the secrets are unchanged.
