* refactor(compute): unify gateway restart reconciliation Remove the Docker-specific gateway shutdown cleanup and reconcile persisted running intent through ComputeDriver::StartSandbox for Docker, Podman, and VM drivers. Explicitly stopped sandboxes remain stopped.
