Polite_realism fa2d381eaa docs(gateway): make the Podman container gateway example work (#4977) ...

The "Using Podman" example no longer produces a working gateway on
rootless Podman. Replace the single command with a tested procedure that
runs the gateway with mTLS, and document the five settings it needs: a
writable state directory, a same-path data directory, generated signing
keys and TLS certificates, the SELinux type for the Podman socket, and
matching host and container ports.
