Simon Ruggier eec00ad492 fix(podman): Increase the API timeout (#4820) ...

Experience has shown that ordinary podman container creation can take
longer than 30 seconds for some users, so for now, this change doubles
the timeout, until the source of the slowness is found and accounted
for.
