Shiju a15956c00f chore: merge main into feat/stable-placeholders ...

Renumber ProviderProfileCredential.stable_placeholder to field 12 because main now uses field 11 for token_grant_owners. Regenerate the Go bindings from the merged proto, update the frozen schema fingerprints, and pass the new capability argument in the token-grant owner tests.
