Piotr Mlocek 44f9d9ab72 chore(config): merge ported streamed snapshots into durable configuration operations ...

Keep the Stage 2 feature-flag handshake and poll-mode compatibility instead
of requiring protocol revision 3. Bind pending operations to the snapshot
built by the Stage 1 scheduler and pass require_acknowledgement through the
router. Keep main's published docs.
