Keep push delivery opt-in through Stage 3 so the default flip stays a
small follow-up.
- In poll mode, finish each configuration operation as untracked when it
commits and answer the update without an operation, including for
WAIT_FOR_COMPLETION.
- In push mode, finish pending operations when a build finds that the
sandbox's supervisor session does not apply streamed configuration.
- Fall back to polling policy load status in `policy set --wait` and
`policy update --wait` when the gateway returns no completion operation.
