Drew Newberry 21290f6147 feat(sandbox): add Cursor support with network policy and procps dependency

Add a cursor network policy to dev-sandbox-policy.yaml allowing access to
cursor.blob.core.windows.net, *.cursor.sh, and cursor.download.prss.microsoft.com
for Cursor Remote-SSH connectivity.

Install procps in the sandbox base image so the Cursor bootstrap script can use
ps to verify the exec server process, fixing 'Failed to parse remote port' errors.
