Drew Newberry 1808e4f8a0 fix(ci): resolve sandbox Dockerfile path in multiarch publish script ...

The sandbox Dockerfile was moved from deploy/docker/Dockerfile.sandbox to
deploy/docker/sandbox/Dockerfile.base but the multiarch publish script
was not updated, causing publish_main_artifacts to fail.
