Drew Newberry 12514f7806 chore: upgrade Python from 3.12 to 3.13 ...

Update Python version across the project:
- mise.toml: 3.12.12 -> 3.13.12
- pyproject.toml: requires-python >= 3.13
- Dockerfiles, CI workflows, examples, and docs
- Regenerate uv.lock for Python 3.13

Add Authority Key Identifier extension to L7 TLS leaf certificates
to satisfy Python 3.13's stricter ssl module certificate validation.
