3 people 11d2baa077 IPC status for every client, and a root core keeps the app's files (#132) ...

- A classic carrier without a key (no Session) opens --ipc-socket too:
  the app's speed counters get traffic totals, and cookies it offers go
  to the carrier.
- oneme counts its bytes, so its traffic shows in Stats (Session too).
- utils.GiveToDirOwner: a core run as root (macOS utun needs it) hands
  the IPC socket and the cookie store to the owner of their folder, so
  the app that started it can connect and read them later.
