3 people 7f19f9222e fix: preserve desktop listen config and accept folder drops in chat (#1874) ...

Desktop startup was saving a hardcoded bind address and could launch a second Octop when the preferred port was busy. Chat uploads dropped folders, shared peer experts are no longer offered for delete, and the state backend stays available only for experts that already use it.
