* fix(ci): build FnOS native ARM64 fpk when deps have no wheel

esdk-obs-python is sdist-only, so --only-binary :all: skipped the advertised
Octop-fnos-native-arm64 asset and left a 404 on the release notes.


* fix(ci): do not require mcp.__version__ in FnOS native smoke check

Pinned mcp 1.28.1 has no module __version__; pipefail now surfaces that
and was blocking both native FPK jobs after install already succeeded.


* fix(fnos): use fnpack platform=arm for native ARM64 packages

fnpack only accepts x86/arm/loongarch/risc-v/all; platform=arm64
failed packing and blocked Octop-fnos-native-arm64-*.fpk.
