* feat(skills): export selected skills and skill packages as ZIP

Workspace skills can be checked and downloaded together, and a skill package
exports in the same top-level folder layout the ZIP importer already accepts. (#260)

* feat(skills): let skill packages disable ZIP download

Creators and admins can turn off package export. Other users can still view
and mount the package, but cannot download it.

* feat(skills): default package download from the copy policy

* test(db): expect schema v21 after package download migration
